This is the sound of a slow and intermittent "howling" wind. This is the type of wind that is heard in scary movies, usually out in open fields like at a farm or other naked landscapes. We are able to hear wind "howl" when the air movement is high enough or vibrates at the right frequencies because of what it is passing through or around.
